도널드 트럼프 대통령은 23일(현지시각) 김정은 북한 국무위원장에게 서한을 보내 싱가포르 회담 취소를 통보했다. 트럼프 대통령은 서한에서 “매우 슬프게도 당신(김정은)은 공개적으로 적대적인 태도와 분노를 표출했다”며 “미·북 정상회담을 지금 개최하는 것은 부적절하다”고 밝혔다. 지난 10일 자신의 트위터를 통해 “6월 12일 싱가포르에서 김정은 북한 국무위원장과 회담하겠다”고 한 지 정확히 2주일 만이다.

트럼프 대통령이 언급한 적대적인 태도는 최선희 북한외무상의 대미 비난발언을 이르는 것으로 보인다. 최선희 북한 외무성 부상은 24일 조선중앙통신을 통해 보도된 담화문에서 “미국이 우리를 회담장에서 만나겠는지 아니면 핵 대 핵의 대결장에서 만나겠는지는 전적으로 미국의 결심과 처신 여하에 달려 있다”며 “미국이 우리의 선의를 모독하고 계속 불법무도하게 나오는 경우 나는 조미(북미) 수뇌회담을 재고려할 데 대한 문제를 최고지도부에 제기할 것”이라고 했다.
최 부상은 마이크 펜스 미국 부통령을 겨냥해 “미국 부대통령(부통령) 펜스는 폭스뉴스와의 인터뷰에서 북조선이 리비아의 전철을 밟을 수 있다느니, 북조선에 대한 군사적 선택안은 배제된 적이 없다느니, 미국이 요구하는 것은 완전하고 검증 가능하며 되돌릴 수 없는 비핵화라느니 뭐니 하고 횡설수설하며 주제넘게 놀아댔다”며 “대미 사업을 보는 나로서는 미국 부대통령의 입에서 이런 무지몽매한 소리가 나온 데 대해 놀라움을 금할 수 없다”고 비난했다.
앞서 김계관 외무성 제1부상은 지난 16일 “우리를 구석으로 몰고 가 일방적인 핵포기만을 강요하려 든다면 우리는 그러한 대화에 더는 흥미를 가지지 않을 것”이라며 “다가오는 조미(북미)수뇌회담에 응하겠는가를 재고려할 수밖에 없을 것”이라고 도발했다.
여기에다 북한의 비핵화가 미국이 요구하는 수준에 턱 없이 부족한 것으로 판단했기 때문으로 보인다. 김정은이 직접 베이징으로 가 시진핑 중국 국가주석과 비공개 회담을 가진 뒤 ‘볼턴식 완전한 비핵화’에 거부감을 보이자 미 의회 내에서도 ‘미·북 회담 회의론’이 불거졌다. 국내 반발 속에 미북회담이 이뤄져도 성과 없이 빈손으로 끝나면 트럼프로서는 정치적 위기에 빠질 수밖에 없다. 미북회담 취소에는 국내정치적 변수가 크게 작용됐다는 이야기다. 트럼프는 이런 좋지 않은 흐름에서 북한의 대미 비방 발언이 추가되자 판을 엎어버린 것으로 보인다.

We greatly appreciate your time, patience, and effort with respect to our recent negotiations and discussions relative to a summit long sought by both parties, which was scheduled to take place on June 12 in Singapore. We were informed that the meeting was requested by North Korea, but that to us is totally irrelevant. I was very much looking forward to being there with you. Sadly, based on the tremendous anger and open hostility displayed in your most recent statement, I feel is inappropriate, at this time, to have this long-planned meeting. Therefore, please let this letter serve to represent that the Singapore summit, for the good of both parties, but to the detriment of the world, will not take place. You talk about your nuclear capabilities, but ours are so massive and powerful that i pray to God they will never have to be used.

I felt a wonderful dialogue was building up between you and me, and ultimately it is only that dialogue that matters. Some day, I look very much forward to meeting you. In the meantime, I want to thank you for the release of the hostages who are now home with their families. That was a beautiful gesture and was very much appreciated.

If you change your mind having to do with this most important summit, please do not hesitate to call me or write. The world, and North Korea in particular, has lost a great opportunity for lasting peace and great prosperity and wealth. This missed opportunity is a truly sad moment in history.
